On 24 July 2025, the European Union adopted its 18th sanctions package against Russia, further tightening restrictions against Russia. A significant focus of this round is on maritime enforcement particularly the so-called “shadow fleet” of tankers used to bypass earlier sanctions. The new measures include a ban on EU entities providing vessel management services to ships suspected of breaching the oil price cap or operating without adequate insurance. Additionally, the package blacklists over 80 entities, including several shipping firms and vessel operators facilitating illicit oil transport.
NNPC recommends that members include the 18th package in their sanctions checks in particular in relation to listed parties and vessels sanctioned involved in Russian crude oil transport. The EU has signaled that enforcement will be stepped up, with increased scrutiny of both insurers and vessel managers.
