Brazil has introduced new biofouling management requirements for vessels trading to or operating within Brazilian waters. These requirements were introduced in June 2025 and introduce specific obligations aimed at reducing the risk of invasive aquatic species being introduced through hull fouling.

The regulation applies to vessels over 24 meters in length entering Brazilian waters as well as vessels operating between defined domestic marine biogeographic regions along the Brazilian coast. In practical terms, affected vessels are required to arrive with a clean hull or, where necessary, arrange authorized in-water hull cleaning. While the operational requirements have been in effect since June 2025, enforcement of penalties has been deferred and is now scheduled to commence on 10 June 2026.
Brazil’s biofouling regime largely aligns with the IMO Biofouling Guidelines and introduces documentary and operational expectations that many vessels may already be familiar with. In particular, vessels are expected to maintain a hull condition limited to slime or minimal fouling and to have appropriate onboard documentation addressing biofouling management.
Members should be aware that non-compliance may result in delays, additional costs or operational restrictions. In this context, members are encouraged to ensure that onboard procedures are updated, the that hull condition is monitored in advance of calling at Brazilian ports and that where necessary hull cleaning is arranged in a timely manner.
