Exhaust Gas Cleaning Systems (EGCS), commonly known as “scrubbers,” are used as an alternative means to comply with the IMO 2020 Sulfur Cap. However, the use of scrubbers has been under debate for some time, and several countries are imposing stricter requirements on their use or are considering a ban.

In this context, it is significant that within Europe, OSPAR (a regional organization for the protection of the marine environment in the Northeast Atlantic) has introduced a regional ban on the discharge of scrubber washwater. This ban will be implemented in phases:
- From July 1, 2027, the discharge of washwater from open-loop scrubbers will no longer be permitted in inland waters and ports;
- From January 1, 2029, this ban will also apply to closed-loop systems.
The 15 OSPAR member states involved (with the exception of the landlocked countries Luxembourg and Switzerland) and the regions to which these rules apply can be consulted here.
In addition to OSPAR, a growing number of ports and regions have indicated that they will restrict or ban the discharge of washwater from open-loop scrubbers within their port areas.
