The Joint War Committee (JWC) published circular JWLA-035 on the 16th of September 2026. In this update there have been amendments to the War Listed Areas. The changes primarily concern the description of the Black Sea and the Sea of Azov.
Previously this area was defined by a series of specific coordinates: from the Ukraine-Romania border, around Romanian waters, via a number of high-seas points, to the Russia-Georgia border. With JWLA-035, this area has been further expanded and now covers the entire Black Sea, with the exception of the territorial waters of Türkiye, Romania, Bulgaria and Georgia.
The other elements of the JWC Listed Areas in Europe remain unchanged. They consists of the inland waters of Ukraine (including Crimea and other Ukrainian territories under Russian control), parts of Russia’s inland waters (the Don and Donets rivers), and the inland waters of Belarus south of latitude 52°30’N.
For members, this means that a transit through the Black Sea or the Sea of Azov is likely to qualify as a voyage through a listed area. This can have consequences for the K&R-cover and potential additional War Risk cover.
